Nothing is settled till we reach a Tentative Agreement (TA), which we will vote on before anything changes. This is why it is important that we fill out the survey below so VTA knows what our members will and will not accept. I wasn’t sure how to begin this message. But after some deep reflection I have these humble words to offer: We’re all beyond saddened by the horrifying events that occurred at Robb Elementary School in Uvalde, Texas, resulting in the tragic loss of 21 innocent lives (19 children and 2 teachers). Many more were gravely injured. We Stand Against Gun Violence In all sincerity, I want to scream at the top of my lungs: “ENOUGH ALREADY!” Students have gone through enough. Teachers and education staff across the country shouldn’t have to spend countless energy to simply normalize feeling safe at school. When events like this happen, they affect students, families, and educators everywhere. No one is spared from the emotional trauma. Compounding matters, teacher morale is at an all time low. Something like this reminds us that school safety must be a national priority. We want to know your thoughts on Safety Resource Officers (SRO’s). Please answer the survey so we can make sure we’re representing our membership in regards to SRO’s. Member SRO and Safety Survey We need your response so we can advocate for ALL members. We’ve had conversations with students about what we’d do to protect them, and what they should do to protect themselves. We’ve experienced lockdowns. We have a plan of action on what to do if a gunman comes into our rooms. This past week has been full of emotion. One thing that keeps coming to mind is educators constantly being on the frontlines of all sorts of epidemics. As long as there continues to be senseless school shootings and pandemics, we will continue to be essential workers. We saw that this week when we lost two of our colleagues in Texas who laid down their lives for their students. Thank you members for being your students’ heroes. Like you, I’m very disappointed the district feels they’ve “met their goal” on Salary for the 2022-2023 school year when we closed the 2021-2022 contract in December. Prefacing the bad news by stating that they’re “committed to being competitive with employee compensation in San Diego County” is clever double speak. If they were truly committed to keeping us competitively compensated, they’d enter Salary negotiations with VTA every time we bargained! I’ve seen how hard you’ve been working to continually put Vista students first and I know the district and board have seen your efforts as well. This is why offering 0% to dedicated employees, and unilaterally removing Salary as a negotiable item, in a time of 8.5% inflation, feels like a gut punch. This is NOT demonstrating the respect the district says they hold as a core value. This does NOT show respect to certificated staff who consistently work to make VUSD a welcoming learning environment everyday. This does NOT show respect to certificated staff who are finishing up what are arguably the most difficult 2 ½ years in education. This does NOT show respect to certificated staff who continue to work tirelessly to help kids recover from the trauma, lack of socialization, and academic gaps from the pandemic. This decision is unconscionable. It’s extremely upsetting the district feels 0% is a reasonable offer given the fact that the projected COLA is to be around 7%. Clearly the district’s goals are out of alignment with VTA’s. 0% feels like a slap in the face. Given that our school board and management seem to make providing union opportunities for our graduating students a priority, they make a point of hiring labor union friendly construction companies through the Project Labor Agreement (PLA), when spending bond monies. Yet they refuse to show respect for their own labor force! Indeed, by presenting such a ridiculous offer, the opposite occurs, namely, showing a total lack of respect for VTA Membership. Members, remember YOU are VTA. We need you now to show them who the VTA represents: every last one of you! The No Strike Provision I’ve had many members reach out, asking if we can strike. We can’t strike at this time under Article 4: The No Strike Provision. I understand why people want to strike. The offer by management demonstrates they’re either oblivious to our nation’s current economic crisis with inflation, or that they simply don’t care about the average VTA Member. Management is definitely not considering how inflation impacts Vista educators’ ability to put students first. Why is that? Maybe because management makes the big bucks, and inflation isn’t affecting their way of life? Must be nice. We’re currently working under the 2021-2022 Contract, so what we can do at this juncture is organize as a united front. We need to show the district our collective might and worth. Can I do more than Wear My Shirt and Write Letters? Know your rights: Article 18.9: Regular Teacher Substitute Compensation. This year our district used many of our VTA family members who are not “Regular Teacher(s)” to fill in as guest teachers when there were not enough substitute teachers to fill vacancies. This included: ANYONE WITHOUT A ROSTERED CLASS who is a VTA member. This contract article is something that not all districts have and we should all stand together to protect it. Without this article, teachers can be forced to give up prep or to take in extra students. We can all agree that this article should contain protections for our counselors, and our VTA family members who do not have a rostered class. We want to put our students first. But with policies that do not allow members, such as counselors to focus on, not only the social and emotional well being of our students but their graduation path as well. They can not put our students first when they are forced to sub. This article protects PREP and Student:Teacher Ratio, and should be expanded to include all members. We have seen how our counselors have been used as place fillers to supervise students, instead of doing what they should be doing, providing social and emotional support for our students and families. Ultimately it is your choice to sub on your prep, or take on extra students, this should be the right of all of our members. Our union does not judge you if you exercise your CHOICE to sub. The contract PROTECTS your right to use your professional judgment to do what is best for our students. VTA Encourages you to exercise your right, especially given the fact that VUSD Leadership treats our highly educated workforce as expendable. We can see the heart of an organization in their budget and their policies. What does the decision to offer 0% show about our district, what does using our VTA members as place fillers say about how our district uses its highly educated workforce. In this time of economic uncertainty, VTA will not tell you to sub or not to sub, we want what is best for you and your family, especially since VUSD offered 0%. We want you to know that we value this protection. Ways to Make Your Voice Be Heard
You can still contact your board members since they are the decision makers of this district. Before I was in this role I invited past board members to come and visit my classroom to see what I really do. Every single Board Member, including Jim Gibson, came to visit my classroom. Will these board members do that? Invite them? YOU ARE EMPOWERED TO: REMIND the President of OUR SCHOOL BOARD that with this deal he does not support increasing wages for a labor force while running for Mayor in a city that does not provide moderate housing. EDUCATE our district management and two of our former teacher Board members that have clearly forgotten what it is like to be in the classroom. EDUCATE our Parent Board Member what the role of an educator is. She must not understand what it is like to be in the classroom. REMINDour CTA Endorsed Board Member that she is an educator as well, and we WANT her to use her voice for EDUCATORS. How can you Talk to VTA allies about the district’s non starter offer with inflation roaring in the background Come to one of our events. These events are just not a social event but a way for you to connect with other members so we can strengthen our unity. RSVP We can not lead with anger. We as educators have seen how our district can use this to divide us. Let’s not lead with the anger that we all feel with such a hurtful offer. Let’s use reason. I know many of you have personal connections with our board members and management, as some of them were once classroom teachers in VUSD, and hoped they’d demonstrate through their policies and budget choices they have a heart for their workforce and WE, the members, are the one who actually put students first, not just with pomp and circumstance at board meetings and coalition meetings. It has been wonderful visiting sites and meeting members. If I have not yet been to your site, please contact your site representative to set up a site visit. Bargaining Update: Your VTA Bargaining team met with the district April 12th to begin bargaining the 2022/2023 contract. The district made proposals for articles 12: Salaries, 18: Teachers’ Duty Hours, 20: Class Size, and 30: Special Education. VTA shared their proposals for articles 12, 13: Unit Member Benefits, 18, and 20. We will make our proposal on article 30 at the next bargaining meeting with the district. We will respond to the district’s proposals following collaboration and direction from our VTA Executive Board. We will meet with our executive board on Monday April 18, 2022. The district offered a 0% salary increase and rejected the 6% increase your bargaining team proposed. 6% is a reasonable starting point given the current projections for COLA. It is unfortunate that the district is feel’s that they have met their goal regarding salary at this time and has not addressed inflation or cost of living increases that directly affect their staff. Please keep a look out for future bargaining updates. What can you do now? Let the board members know how you feel about a 0% salary increase and what that does to your ability to help you provide a quality education for your students. Here are some talking points:

I hope you had a wonderful and relaxing Spring Break. Remember to wear your VTA shirts tomorrow, Tuesday April 12, when VTA and VUSD return to the bargaining table for negotiations. We are bargaining Articles 12 (Salary), 13 (Benefits), 18 (Duty Hours), 20 (Class Size), and 30 (Special Education). What is the Cost of Living Increase (COLA) The Cost of Living Adjustment, or COLA is money that is allotted to school districts from the State based taxes collected. The COLA is applied to the general fund only, and many specific categories are not funded by the COLA. Transportation is an example of that, even though costs go up year after year. It is not automatically given to the workforce, nor is intended to be used only for raises for employees. The anticipated COLA this year is 5.33%, and that was projected in January by the Governor. We will know exact numbers when we get the May Revise, but that still has to be approved by the legislator. We are expecting an even higher COLA than projected in January but that is only speculation at this time. . We will know for sure when the Governor's Budget is finalized in June. How much of the COLA that transfers to salary and benefits need to be negotiated. When it comes to comparative salaries of surrounding districts, we are in the top when compared to Carlsbad, Oceanside, San Marcos, Poway, Escondido Union, and Encinitas for the first 10 years, but we are not as competitive in the later years. Your bargaining team and district are committed to keep Vista competitive. We are not facing a Reduction in Workforce (RIF’s), as other districts around us did this year and we are in a good place to come together around our common interests. The highest raise I have heard of so far is a 12% averaged over 3 years in Northern California. A 15% raise is unrealistic, and would bankrupt our district. Years ago, VUSD had reserves of over 20%, but that is not the case today. Two years ago, our reserves were under the 3% school budget requirements, and we were on the verge of being taken over by the State. Today our reserve is about 7%. Districts around us have reserves over 20%. Save the Day April 30th VTA has several opportunities on April 30 to come out and meet other members. We will be having three events that day. Come out and do some community service with the Vista Rotary Club. We will be picking weeds at the Veterans Wall in downtown Vista, by the baseball field at Vista Magnet Middle School. This is a great way to give back to our community and meet our fellow colleagues. This event is from 9 am to 12 pm. Education all over the nation is hurting right now. Educators in Indiana have to create year long lesson plans for the 2022-2023 school year to be posted online by June. There are states where educators are facing legislation of having their classes live-streamed so the parents can watch. Things are rough for educators. All over the United States teachers are being guilted into codependent relationships and gaslighted because we got into this profession for the kids. Not only am I hearing it in the media, I am also hearing it from our own members. The tremendous weight you carry on your shoulders as you balance staffing shortages, test scores, social and emotional health, student behavior, splitting classes, subbing for other colleagues, learning new technology and curriculum, creating curriculum, and the list increases as we continue to navigate the changes of our noble profession. I didn’t even mention the pandemic yet. I have heard time and time again that this year has been even harder than last year. We have been flooded with the importance of the social and emotional well being of our students, but members, yours is important too. I write this letter today because I want to remind you that your self care is important. I’m sure you’ve heard the term, “You can’t pour from an empty cup.” Part of that is setting healthy boundaries. To be able to put our students first, we must put our mental health first. The inspiration for this President’s Message came as I was listening to the podcast, “Teachers Needs a Drink, A Teacher’s Guide to False Guilt and Codependent Schools (Episode 122).” I warn you this is a “not for work safe podcast,” as the host states at the beginning of every show. If you decide to listen to it, please be mindful it is for adults. As I listened to it I thought of how much it resonates with so many of the stories I have heard from my colleagues. It is also very interesting because it is done by a group of teachers from Texas, so it demonstrates some of the differences between a state with collective bargaining rights versus a state without them. Here are some of the take-aways from this particular episode that I wanted to share with you. Practice Self Care Learn to set boundaries Make time for family Take time for you Press Pause on the mental replay The 3 R’s Reflect 1. What are you feeling; emotionally and physically. What are you thinking, can you identify it, does your intensity match the emotion? 2. Practice compassion with yourself and others. 3. Acknowledge feelings and thoughts. Awareness is good, but it does not mean you have to fix everything. Reframe and take a second look Ask yourself these questions: 1. On a scale from 1-10, how serious is this problem. 2. Am I creating a flood out of a cup of water? 3. Will I remember this in 6 months? 4. What can I learn from this? 5. What are the things I can control versus what I can not control? 6. Then remember you can control your thoughts and what you can influence. Regulate I don’t know about you, but this is often the hardest for me. 1. Stop and check your pulse, pause and step away before reacting. This will help you be more proactive in a situation instead of reactive. 2. Stop the mental replay of reliving negative situations in your mind. That creates more stress. 3. Breathe and let go. Move. Write it, say it and let it go. 4. Make a Mental Shift from work time to personal time. Take some time before you go into your house, or on a walk, or however you spend your personal time. Leave the negative behind you and take time for your family, your hobbies, meditation, for time dedicated to refill your bucket. You can not fill the bucket of others if yours is empty. Flip the switch and don’t feel guilty, make time for yourself and loved ones. By taking care of yourself, you are modeling healthy habits for your students. We can not do what is best for our students, if we do not do what is best for ourselves. Finding balance between work and self was important before COVID, and will remain to be important as we continue to return to a world with relaxed mandates. I am sure that many of us have had the story sometimes during our career as the teacher who got there at 6:30 am and left at 6:30 pm. I know I did, especially during my beginning years. With this in mind, this four day weekend, please take time for yourself and to enjoy time with the ones you love. Important Information I am sure that you have heard that Governor Newsom has extended the Supplemental COVID Sick Leave (SPSL) retroactive to January 1st 2022. Here is information about SPSL. The form to apply for retroactive SPSL was sent to your district email in an HR Update. Here is the link to the district form. The state has extended SPSL till Jan. 1, VTA continues to advocate to the district to make it retroactive to October 1, 2021. While we are happy that SPSL was extended, the fact that there is a gap in coverage of three months, where some of our colleagues had to use their personal sick days. This creates inequity for some of our staff members. You can support VTA in advocating for making SPSL retroactive till Oct. 1, 2021 by writing letters to our board members letting them know that other districts around us have used some of their COVID funds to cover this gap. I have been told lots of positives about being back to in-person instruction. I am also hearing about the hardships of being an educator during this time. Our profession has profoundly changed. People leaving the profession in the midst of a teacher shortage. Staffing and Sub shortages add another layer of adversity. Hundreds of staff and students quaritneeded. Classrooms are half full. Educators and other Essential Workers facing the loss of personal sick leave when they are quarantined because of mandates and regulations. The constant changes regarding CDC guidelines only make things more confusing. One fact that this pandemic has brought to the forefront is the role that public schools play in the societal infrastructure of our economy. It has also shown the importance of public schools in the social and emotional health of our students. We have all heard negative rhetoric about educators and sometimes it feels as if we are not valued as professionals. With all of these challenges, members, you have persevered. VTA says thank you once again for your service to our students and community. COVID 19 Supplemental Sick Leave Good News, Governor Newsom has reinstated COVID - 19 Supplemental Sick Leave (SPSL). I am pleased to announce that the Tentative Agreement (TA) passed with 85.6% of membership voting to approve the TA. Not only am I happy that we have successfully completed bargaining for the 2021-2022 negotiations cycle, but I am also delighted that more members demonstrated their right to vote than in years before. Thank you members for voting and letting your voice be heard. The board will be approving the TA at the December 14th board meeting. IFT Grants for Educators Don’t miss this opportunity to apply for these grants. There are both Educator Grants for $5,000 and Impact Grants for $20,000. We’ve had two VTA members receive grants. Reagan Duncan and Traves O'Neill for programs they have implemented at their school sites. Great Job! Application submissions will be accepted from December 1, 2021 to March 31, 2022 for the 2022-2023 school year. As I sip my coffee this quiet Monday morning, I look out my front window at the sunny Southern California autumn, I see the start of the desert Santa Ana winds in the swaying of palm fronds. I don’t know about you, but I love this time of year. The weather is generally beautiful, there is football on t.v., and it is time to pause to focus on friends and families. It’s a time to honor the relationships that we value as priorities in our lives. Whether it’s a Friendsgiving, a large family gathering, or however you celebrate, please pause and enjoy your break. I can not say it enough. You deserve it. As we pause to honor the relationships and connections that bring value to our community, I can not miss the opportunity to send tons of gratitude your way for how you have served the students of Vista Unified. Being an educator certainly wasn’t easy before the pandemic, and the challenges of Covid hasn’t made the profession any easier. As I have visited sites, and spoken to our diverse membership, I hear your deep commitment to our students and for that VTA says “Thank You!” Bargaining: I know many of you want to know more about bargaining. As I watch the Santa Ana winds grow stronger, I think of our association, Local #1088, and how it grows stronger everyday as we continue to grow in membership.
