                              VTA OFFICE
                              Agenda:
                              I. Call to order- Barbara Franklin, President – called to order at 4:08pm
                              II. Drawing for gift cards – Nikki Binkinz won.
                              III. Approve Agenda- Nati Godina made a motion to approve the agenda with the change to move the By Laws down a bit.  Seconded by Susan Balch.  Approved. 
                              IV. Approve minutes- February 22, 2011. Annie Watson Snyder made a motion to approve the minutes.  Seconded by Nati Godina.  One abstained.  Approved.  
                                          Reports:
                                          1. Bargaining Report- Barbara Franklin – The District postponed bargaining until April 20th.  Trying to negotiate the approved calendar (from last board meeting) with 175 days vs. 179 days for next year.  May be a possible grievance or unfair labor practice.  Jim Ryan made a motion for Barb Franklin to file a grievance for not honoring our memorandum of understanding.  Seconded by Jason Zaitz. Discussion.  All in favor.  Approved.      
                                          2. Grievances- Barbara Franklin: President’s release time – still going to court April 1st, Janine Shelton – Special Ed. Teacher - AAA - they assign you an arbitrator – they will be sending us some arbitration dates within the week, Roosevelt & Buy Back Day - April 14th and 15th arbitration days – Early Release Waiver, Foothill Oak (2 – lunch and recess time) 
                                          3. Treasurer- Deb Morton/ 2 minute – We have money and are paying our bills.  
                                          4. Political Action- Reagan Duncan present – Last weekend she went.  Report: Learned how much power we can have in an election, learned how to file paperwork and tax forms, learned how selections are made, etc.  Looking forward to helping in next election.
                                          5. State Council- April 1-3rd – Rosemary Smithfield and Barb Franklin will be going.  Putting together the plan for June tax extension campaign.  March 19th – Rally in Temecula.  J.B. passed out information about the State Budget from CTA.
                              A.      New Business
                              1.        Site Rep training – Bryanna Norton and Georgine Tomasi – Passed out a paper that explains the RIF process that they will be giving to the RIF’d teachers on Thursday or Friday of this week.  Explain how they as Rep’s can help the RIF’d teacher at their site.  May 15th – final RIF notice.  Discussion about list of RIF’s.

                              2.       By Laws – Barb Franklin and J.B. Barton passed out By Laws.  Barb Franklin reviewed By Law changes.  Paul Metivier made a motion to approve the By Laws.  Walt Hambly seconded.  All in favor.  Approved. 
                              3.       March 15th/ wear red for ed – and every Tuesday through end of the year. 
                              4.       Kindergarten Issues/ District wants to only offer one option- 16-32-16 but this requires a waiver.  District is claiming they can’t afford to have 32 kids at a time.  Barb Franklin is taking all the waivers and will send them in.  If you don’t want to do it, don’t put in your waiver.      
                              5.       RIF meetings/ Two dates: March 17th and 18th at 4PM at the VTA office – Already talked about, see above.
                              6.       Other
                              B.       Old Business
                              1.        Calendar – 175 days as of now.  Filing grievance.  Start Aug. 15th, out June 6th, 4 day vacation in October, 3 week Christmas break, 1 week for Spring Break.  Will be meeting to discuss the next 3 years out – may just roll over this year’s calendar. 
                              2.       Executive Board Elections/ballots due to the office by March 24th – Please make sure you run those at your sites.
                              3.       K-5 PLC survey – PLC Wednesday - Did you think it was productive, do you want to do it next year.  If anyone has not received it, send your home email addresses to Barb Franklin.  District is thinking about not doing it next year. 
                              4.       Middle School credentialing – Barb Franklin met with middle school principals to discuss.  Principals should be sending out a Q&A sheet to all middle school teachers.  At this time no supplementary credential is needed, over time it will be needed.  No date is set as of now.  By the end of 2012, the district will no longer pay for you to get your supplement and CSET.  RSP teachers do have to get the Autism Supplement authorization - they have two years. 
                              5.       PI schools corrective action plans/ meeting with CTA on Tuesday, March 22 at 4 PM at the VTA office – If you are a PI school, please plan on being here.  Will meet with REPs first, then Barb Franklin and Georgine Tomasi will go out to meet with staff. 
                              6.       Other – School Site Councils are getting money from the state – must be spent on EL’s/Title 1 by the end of the year. 
                              Roundtable
                              *This Wednesday is a staff development day.  They can only keep you until kids are usually dismissed on a regular day.  They can not keep you during your prep time. 
                              *Outline from VUSD about ACLU lawsuit and how it affects our funds.  What they can and cannot charge for.  Not getting direction from the district.
                              *Wondering about RIF notices to high school?  Getting rid of foreign languages?  It’s all precautionary – there is no plan. 
                              *Parents can sue district and teachers if they feel you are not fulfilling the IEP?
                              *Can the principal impose kindergarten staggered day? No.
                              *Board Packet question for Rosemary.  She will ask Barb about it after the meeting.
